Is the FreeStyle Libre 2 system covered in Quebec?

Yes! Abbott’s FreeStyle Libre 2 system is covered by the Public Prescription Drug Insurance Plan for those who meet specific criteria outlined by the Régie de l’assurance maladie du Québec (RAMQ) (see more on this below). 

Am I eligible for coverage?

Under the RAMQ Prescription Drug Insurance Plan, the FreeStyle Libre 2 flash glucose monitoring system is reimbursed for the following people in Quebec:

  1. Under 18 years of age with type 1 diabetes
  2. 18 years of age and older, treated with intensive insulin therapy, and meet one or more of the following:
    • Failure to achieve the glycated hemoglobin (A1C) value adapted to the patient, despite optimal management of the disease
    • Frequent episodes of hypoglycemia during the past year, despite adherence to a blood sugar management plan
    • Inability to recognize or report symptoms of hypoglycemia

NOTE: Intensive insulin therapy is defined as treatment with an insulin pump or 3 or more insulin injections per day.

Are there any limitations I should know about?

If you qualify for coverage, you will receive reimbursement for a six-month period to determine if the FreeStyle Libre 2 system is right for you. Requests for further coverage can be made through your prescribing physician. To help ensure you receive uninterrupted coverage, follow up with your healthcare provider before the initial coverage period ends.

 

How do I get reimbursed for the FreeStyle Libre 2 system?

First, talk to your healthcare professional to get a prescription. Your healthcare professional will also need to complete an exception status request form.

Are there any out-of-pocket costs?

Under the Public Prescription Drug Insurance Plan, there is a monthly deductible. You will also need to pay a portion of the co-insurance. For more details, visit the RAMQ website.

You are generally eligible for Public Prescription Drug Insurance Plan if:

  • You do not have access to a private plan
  • You are age 65 and over and have not joined a private plan
  • You are a recipient of a financial assistance program with claim slip (carnet de réclamation)
  • You are a person under age 18 living in Québec and your parents do not have access to a private plan
  • You are a person under age 18 temporarily living in Québec for more than 6 months
